California hospital to outsource billing department
The billing and coding departments at John C. Fremont Healthcare District in Mariposa, Calif., will be outsourced, according to the Mariposa Weekly Gazette and Miner.
The hospital’s CEO, Matthew Matthiessen, told the newspaper that turnover in the district led to the decision. He said the outsource will allow a larger pool of employees to review billing and collections for accuracy.
Ten to 15 jobs are expected to be outsourced in the transition. Mr. Matthiessen said hospital employees affected by the change will be hired by the outsource firm.

One department employee says she was ‘blindsided’ by the move
The slogan for the John C. Fremont Healthcare District is “people you know, caring for you and the people you love.”
However, it will no longer be people you know overseeing the billing and coding departments at JCF.
Major changes are coming to those departments of the hospital district.
“It is definite that we are outsourcing that,” JCF Chief Executive Officer Matthew Matthiessen told the Gazette on Friday.
Jennifer Jouett, lead biller in the billing department, said she doesn’t feel this “is the right move” for the community.
“I feel like we were completely blindsided. We had no idea they had been planning on outsourcing our billing to another state,” she said.
Matthiessen said one of the largest reasons the decision was made was because of turnover which the district has been experiencing.
“It is almost impossible to keep that appropriately staffed and trained. It is such a small department that it’s just difficult to find the people and get that consistency because we’ve been experiencing a lot of turnover. It’s challenging for us to get all of our billing out and collections done accurately with that kind of turnover,” he said.
Matthiessen said by outsourcing those duties, “we can move it to a company that is experienced and has a large pool of employees that are going to be able to do that work to the maximum level.”
It is estimated that between 10 to 15 jobs will be outsourced, although that number is not confirmed. It is unclear whether they will retain their benefits, including paid time off and vacation days, or if they will remain long-term with the new company which will take over coding and billing responsibilities, although Matthiessen said the plan is to offer the option of joining the new company to each employee.
“I think it is important to note that no one is losing their job in this,” he said. “The contract we have with this company is they will hire all of our staff. None of the team is losing a job.”
Matthiessen added: “If someone chooses to go somewhere else, it’s their choice to do that. What we wanted to do with this move is make sure no one is losing their job. Part of our negotiation with this company is to make sure they will take all of our staff.”
Matthiessen also stressed that “no one has to” relocate.
“It’s one of those businesses that can be done from home,” he said. “(Or) we may still be letting them work out of our space there (at 5108 Highway 140 in Mariposa).”
Jouett said making the news more painful was the fact she has been with JCF for over 11 years.
“I have been dedicated to serving our community for over 11 years. I feel completely betrayed and blindsided by the actions of the district. We all want what is best for our community, and I don’t believe this is it,” she said. “It has been my sole purpose to serve the community I live in. When I found out my job was being give to an out of state company, I felt completely blindsided and betrayed.”
Matthiessen said there is “a lot of detail and complexity” in hospital healthcare billing and collections.
“You have to have people who are well-trained and highly experienced to maximize your collections,” he said. “It won’t just be those employees taking care of the district anymore. It will be a whole company with hundreds of employees who have that skill. We’ll have a lot more people to help us maximize our efficiency.”
Matthiessen said the district is “not doing anything” unique, and “there are a lot of small hospitals” that are going in this direction.
“The complexity of coding and billing keeps growing. It’s more and more important, and more difficult to find the staff locally,” he said.
Jouett, however, added she has spent the past decade “being a full-time working mom for the hospital,” and said it has been “her sole purpose to serve” in the community.
“I had that opportunity pulled from beneath me,” she said. “Coming with experience from hospitals from around California, I wanted to help JCF to be nothing but the best. As a full-time working mom, I spent numerous days that turned into nights, and weekends to help improve any and all problems that came my way. After all the sweat and tears I have put into the district, I feel completely blindsided and betrayed by the actions they have decided to be taken.”
She concluded: “I want to work in this community. Until I retire, I wanted to work for John C. Fremont Hospital.”

Health care jobs increase by 358,000 in June Jul 02, 2020 – 03:18 PM
The health care field added 358,000 jobs in June, increasing 2.3% to a seasonally adjusted 15.6 million, the Bureau of Labor Statistics reported today. That’s the second monthly increase for the sector after losing 1.5 million jobs in April.
Office-based providers, such as physicians and dentists, continued to account for much of the increase. Hospitals added about 6,700 jobs in June, their first monthly increase since the beginning of the pandemic in March.
Home health also added jobs, while nursing and residential care facilities continued to lose jobs.
